PanAmSat has signed an agreement with Mexico's Department of Transportation and Communications to expand e-Mexico, a program to deliver high-speed digital technology and Internet service to the entire Mexican population.

In two years, PanAmSat de Mexico, an alliance between PanAmSat and Grupo Pegaso, has delivered the space segment for the first phase of the program to connect 3,200 sites serving 2,445 municipalities through the Galaxy 3C site.

The networks provide IP connectivity, computer systems and IP content. PanAmSat is offering the satellite capacity to connect users at Digital Community Centers, where VSAT terminals have been installed. The company said the system improves users' access to basic education, health care, emergency services and law enforcement.

Joe Wright, CEO of PanAmSat, said in a statement released Wednesday, that countries lacking land-based communications networks are the perfect candidates for satellite networks. In Mexico, users are already creating demand for new applications, he said.

Mexico has integrated 7,200 DCCs on satellite stages across the country and another 300 DCCS on terrestrial networks.

PanAmSat has provided capacity for rural communications and distance-learning in Peru and Honduras. The company's PAS-7 Ocean Region spacecraft allows primary and secondary students in South Africa to access educational programs delivered by the Liberty Foundation. Through the network, South Africans can also learn about health issues, including the AIDS epidemic.
